No WMT is not doomed and IMO we will see 20 cents in the not too distant future.
You only have to look at the huge additional revenue and cashflow that is now starting to flow due the payout of the currency hedge contracts to realise WMT has great prospects. WMT lost about $175m on those hedge contracts in the past 2-3 years but that is now in the past and revenue that was going to payout the hedge contracts will now go to more productive areas.
Please advise where you see "a huge institutional seller".
