It went into a trading halt on September 13th.
If you did not own the stock then, you will not be eligible.
Had you bought on the 13th, you would technically not be the owner until the T+3 settlement, but you would be eligible.
I participated in a placement by MCE which they announced an SPP at the same time, but placement buyers were not eligible for the SPP. You had to be on the register before it went into the trading halt.
