They didn't contract 100% of expected Sole output in case the drilling didn't go as well as expected.
If you scroll down to slide 17 you'll see how that is broken down between contracted and uncontacted across projects.
I believe the uncontacted portion is so large because Manta is still in very early stages.
Now that Sole has been drilled and they have some certainty of flow rates, they have now started marketing the remaining supply, but most of Sole is contracted, and it's definitely funded through development.
Sole starts operating July 2019.
