    She may have bought in the SPP for .25 cents, which was way over-subscribed ( most got only $1400).
    They're doing another one at 36 cents to buy long lead time equipment. Looks good on paper and should receive a re-rating in June when the last prerequiste ifs fulfilled, that being debt financing.
