To treat PASS with lime, it's needs to be tested before treatment, spread out at the storage site, have lime thoroughly mixed into it, tested again etc and all of this done over "test columns", placed at regular intervals under the PASS/Lime mix, that will measure any acid leaching that may occur if it rains on the treated mix. All done to avoid leaching of acidic material into the water table.

Also, very difficult to accomplish in heavy rain with trucks arriving every 10 minutes or so.

If you don't do it properly, it's cheap, like all dodgy storage options used by unscrupulous companies.
