The reason I am inclined to accept that the PE period is 30 days, rather than longer, is because various luminaries such as Malcy but also others on this forum have stated this, but also:
Because, the phrase 'frontier conditions' was used in early 2014 announcements about the 'excellent PSA' with the govt of Senegal. One of the features of 'frontier' conditions would be short preempt terms. This is because 'frontier' contracts are meant to make exploration attractive to cash-strapped, in-a-hurry, time-is-money, junior players who would maybe go to production if they found 80m bbl. At that time it was a buyers market for the oil industry. So maybe 90 days is more the norm in the big leagues, but Senegal didn't know 3 years ago how big this thing was going to get.
