I doubt it is in the power of WPL to grant an extension. That would be governed by the terms of the original JV agreement between COP CNE and FAR. The usual terms would allow for the the remaining JV partners to have the right to buy the parcel within a given time - nothing to do with the new partner hoping to pick up the shares.
