With respect, but your post above contain some truly misguided statements. You make statements as if fact, even though it's no more than pure speculation.... And , sorry to say, you're interpretation of mechanstions in these circumstance (PE's) are just wrong... Not too worry though... we are all laymen, we are al speculating and we, most probably, are all wrong.

Best we stick with what we know and stay within the realm of realism.... ( where does this " COP would want their money at the end of the Pre-emption date - after all, they have a binding agreement with WPL." and this "Next set of drills start in about 3 weeks." come from? ?? ) I must have missed a few announcements along the way.
