the groundwater proposition won’t work. WC8 has plenty of live tenements that they can secure with a Misc Licence for groundwater search and then apply for a groundwater abstraction licence - all of which will involve the pastoral landholders and communities. Looking at the WC8 quarterly budget it seems they have already ingratiated themselves with the locals.
