Larger ammounts of energy could easily be generated by a large scale move to nuclear power.
Food production is a matter of technology, land availability and economics of storage/transport.
Consider the land area of the earth that could be developed for food, and the land area that actually is under food cultivation.
Changing the energy/cost paradigm by much cheaper energy changes the economics of everything else down the line.
It can be debated exactly what is behind the change of economic model but fundamental to all economic models is the underlying demographics of the developed countries and the developing countries.
The baby boomers of the developed countries are reaching retirement age over the next few years.
The governments have depleted and wasted whatever funds were supposed to be put aside for funding the 15 to 30 years of retirement costs and so are looking for an escape route from the possibility of pitchforks and tar and feathers.
Engineered cascades of economic and manufactured ecological catastrophe with engineered shortages and massive cost increases of all necesities of life from food to water to medical care to energy until the bulge of baby boomers are largely in the ground is a logical and easy to impliment alternative.
The same model can be applied just as easily to the developing world except in the cases where there seems to be sufficient economic growth to justify letting the popualtion live as their consumption growth increases, for example China and India.
As you notice much of this is broadly based on the old WW2 eugenics ideas that never died, just remain submerged and hidden behind some cuddly cute animals in the greenie movement.
