I know of a school that paticipated in this silly panic program. The school is replacing some classrooms that were perfectly ok. Anyway they obtained a few quotes, that came in at .9, 1.4, 1.8, 1.99. So guess which one they chose of course. Cunning developers have just been quoting 1.99 for anything and everything, because they know the rules and they know school teachers want to spend as close to 2m as they can. How ridiculous.
Basically what happened is: a) Bankers and Rothchilds etc, told Obama to borrow more and spend to keep the party going. b) Obama told Rudd to copy along. c) Rudd then acted like a lapdog. d) Labor politicians and their public servants with no real life experience then set the rules of the game with enough loopholes and poor management to be totally outsmarted by cunning developers.
