Any thoughts on who should get charged here?

IMO The taxi driver should get one for letting passengers out in a no standing zone & leaving the scene of an accident.
The passenger should get one for refusing to give his details after causing the accident.

I usually have little sympathy for bike riders if they ride up the inside of a car but in this case the lane he was in while not marked as a bike lane appears to be regularly used as one.
There is a solid white line marking the bike lane.
The taxi was not stopped at the lights but pulled up outside the BOSS store.

The map of Collins street might be a bit old but does show bikes using the lane.
Will be interesting to see the out come of this one but I think the taxi driver & passenger will be in a bit of strife.
