The one metre rule is an attempt to make motorists give cyclist one metre of clearance as they pass from behind so they do not kill or injure them them in the process.

Now you would not think this would even be necessary but the sad fact is that it is.

You are right about people not being able to judge one metre as a lot of drivers do not even know where their wheels are.
This has been made worse by the move to SUV's.
