Jambo there doesn't need to be an actual cycle to ride your bike it's only law that if a cycle lane exists it should be ridden in. Otherwise it is to the left of traffic so as to remain out of the line of cars & to allow traffic to flow freely. What the solid line does indicate as far as I am aware is it remains not a parking zone hence the line keeps traffic on it's trajectory.

There is no harassment i'm sure if somebody pushed you over you would be equally shaken up and likely speaking in an enhanced manner as adrenaline raises.

There's items outside of what is known that can't draw a line of comment such as was the rider wearing any bright clothing or vest and whether they had a bell & while neither of those are breaking laws they may be used in defence in the event it did move to a legal action which it didn't.

The laws however that can be seen from the video and are known are all at hands the of the vehicle or passengers.

    >> car dooring (Rule 269(3) of the Victorian Road Safety Road Rules)

    >> leaving scene of accident

    >> refusal to exchange details

    and you could go further

    >> dropping passengers in a no parking zone

    >> stopping abruptly & distanced from the curb but no indicator or hazard lights

The cyclist did the right thing in observing the laws of state by asking to exchange details she also tried this repeatedly.
