Why?

Because self drive cars will stick to the rules. They won't pass unless they are within the road rules -

and, that means that self drive cars will just sit behind bikes on many city streets.

The result will be that streets and roads will grind to a halt ------- or at least very very slow progress.

This will be unacceptable - and will need a fix --------- there will only be 2 possible fixes - 1. make bike lanes urgently or 2. ban them where lanes are not possible - there is of course 2 other very remote possibilities ----------- a. put up with it (imagine that happening? kilometers of cars trundling along behind pushies??? or b. ban self drives - as if that's going to happen.

just some thoughts.

if everybody was in a driverless car I would tell my car to drive at below 80ks and I would lie down and have a snooze.

I wouldnt even know if I was behind a bicycle and i wouldnt care either
