I seriously doubt Gates would care about ATC. Most of the leg work has already been done - a product in Phase III trials doesn't really need a helping hand - if it's gotten that far, it'll go all the way if it's any good.
Most likely this money is for people with new and novel approaches - which have a HUGE risk level - and thus can't receive traditional funding.
