No, he stole it from Xerox PARC. Apple also stole it from Xerox PARC. MS-DOS was stolen from Digital Research who created CP/M which later became DR-DOS. Early copies of MS-DOS even contain Digital Research's copyright notices as comments in the code. This is all easily verified.
