Other problem with this stock is the timeline- it's going to be a looooooong time until they start breaking ground.
No one in their right mind is going to pay too much for a penny stock explorer too early (of course most die hard shareholders on here did, myself included).
If and when CE can put his money where his mouth is and actually secure some non dilutive funding moving forward, we might see this spec investment de-risked enough for people on the sidelines to pile in.
