Somehow my long reply got deleted. So here's a short reply. Yes, CE as a competent person can put out a JORC report without an external independent party.
However, investors would normally require an independent report from a reputable independent mining consultancy. Large mining companies all have in-house expertise to assess JORC reports.
Banks and lenders will require independent reports just like with any real estate valuation. The ASX might request it but I'm not clear if this is within their domain.
As with any report, we need to look at the disclosures and fine print.
