Your timeline is a bit misconstrued for a big desal plant - i work in the sector and try 8 years minimum to get a large scale plant from initiation to commissioning.....

Permits are very difficult to come by (location, local environment, offshore environment, ocean currents and mixing etc etc)

Drilling of intake and outfall tunnels which are often at least 1km offshore with variable geotech and limited contractors who can perform this difficult.

Lead time on specialist gear is significant - think 2 years for pressure vessels, high pressure pumps, high voltage gear

Commercials - lots of risk in providing the capital for a desal. Constructors and owner/operators need to have confidence in long term equity and payback of a desal plant.

Skills - there is a lack of engineering and trade skills with all the infrastructure projects currently occuring.

Lots of copper cabling..... If only it was coming from HCH
