Your response is aligned. Construction is typically a 3 year process all going well. As per any major infrastructure project the runway before and after is as long if not longer hence the ~10 year timeframe. Construction can often be the quickest part. The front end feasibility, approvals, financing and tenders can be quite difficult and elongated.
