Agree. To avoid full desalination is a blessing as it's expensive both capex and opex wise.
I think the permits to ocean water we have are very valuable particularly in such a dry area of the world that is resource rich. I went top to bottom of Chile 15 years ago and couldn't beleive how dry it got north of Santiago up around Antofagasta etc.
