Good points. Question is: even with government support it may take time and the outcome is still uncertain. So easier to pay some money to use the license rather than going for it solo.
Use value of the water is more than just the actual H2O cost of production so the value of the water business may be higher than we think (h2o cost, time value, opportunity cost of doing things solo, political uncertainty, etc etc).
