My thoughts
HCH has applied for increase in amount of sea water they can extract.
They have applied for new land for where the desal plant can be built ( not on the current land they have with the maritime consession)
HCH maintains ownership and control of entire salt water side.
packages up desal and freshwater contracts to the other mines and sells off.
HCH sells the seawater to the desal.
very clean and easy business model and HCH is in control of thier own process.
