Yes, retail may continue to be diluted over time to develop and operate the mine (how else do you expect to fund development of mine?)
Note - it now takes approx 23 years to get a copper mine into production (IEA - data for years 2019-2022) (COVID, water issues, land access/rights, environmental and social issues, and declining grades are all attributing factors everywhere - are we any different?).
I would be concerned if top 20 started selling - and for the most part, they are not selling.
