Strongly agree with you on a consolidation for TSX.
The issue is more one of perception of SOI for North American markets not the number of shares per se.
I have registered comments by North Am analysts dissing the huge number of SOI for many Oz exploration companies (sorry no references).
As many say it is MC that matters and any consolidation is a mathematical construct so why bother in the absence of any necessity?
Folks here on HC generally oppose consolidations for the dilutionary potential that unfortunately seems to follow many consolidations.
A variant of what you 'proposed' may almost be a necessity for TSX listing.

Not conclusive but rare to see shares with a price less than $0.10 on the TSX with many of the exploration companies on the other exchanges.
HCH advisors will "help" the process which may ultimately be what long "suffering" SH's want - upward movement in SP or TO.
