Olive - I think your idea is great. In some places I think this is already being done but whether it gets the parents involved, I do not know.
The BIG problem is apparently grog and now drugs are an epidemic especially in the NT. And with guaranteed "sit down" money, why make the effort to actually go to school, do well and then get a job? If you can find a job?
Many families are riven by violence. The parents pass on this dreadful behaviour from generation to generation. And because of the stolen generation exaggerations, children cannot be moved from their disfunctional homes.
Billions have been spent by all sides of government. But this hideous problem is not fixable by money, imo.
