. It's a strange way to admit defeat, resigning AFTER the passage of the NDIS reform bill with bipartisan support. IE He's embarked on a path of legislative reform designed to fix the problems with the NDIS, and as a parliamentarian announced his retirement at the conclusion of that legislative process.
