If you want to increase the workload of an athlete you do not do so when the athlete is suffering from both Glandular Fever and a torn hamstring. So by the same token, if you want to implement policy that will result in more economic uncertainty and a loss of consumer confidence you do not do so when GDP forecasts are being revised downwards and volatility is increasing in global share markets.
