Tell that to a pensioner who until 30 June 2015 (yes 15) didn't pay a gap when visiting a doctor who bulk billed. Since the cap was frozen they are now $20 out of pocket at centres that bulk bill for the period to 30 June 2016 (we are not talking seeing a private doctor that we always knew would charge above the medicare rebate). I saw the chaos happen at my bulk bill doctor - kids under 10 still free, everyone else $20. Privatisation by stealth is what pensioners saw it as - and don't get me started on costs of medicine you now pay over the rebate in that area (which has also been frozen in time). By the way I am not a pensioner but my mum and her friends are.
