I haven’t researched the specifics but put the above as a possible explanation.

From the article it appears that Australians born here are over represented on the dole and disability support pension which if correct seems a contradiction when comparing with those from overseas. Not certain why this would be.

On the carers payment it should be remembered that those that care for their loved ones at home is a far cheaper option than people who opt to go into a nursing home. So those migrants who look after those that need care at home are actually saving the country
big time.

You can always make excuses like that, could it simply be that they are rorting the system, and have no shame as they weren't born here so aren't proud to be Australian?

Time to call a spade a spade, your explanation might wash for a certain % but if a group is over - represented by 15x that is a massive rort whatever way you want to slice or dice it.
