Appreciate the input.

I understand from reading bits from the last maybe 10 years of reporting from the local news that there was some dispute between China and the Philippine Govts over access to the area as you highlight. Interesting though that some of the more recent news indicates that the two Govts have formed agreements to develop the area jointly. I guess that hints at a concession by Duterte but it opens the door to the region.

My main concern, following the understanding of costs, is that priority may be given to locally owned companies. Although Joanne does have established relationships in the region - we are all running off only very little understanding of what this could tangibly lead to.
