I've just done a search on gem.wiki and your figure doesn't seem to be anywhere near an average for onshore/offshore lines.
It would be nice to have it done for $1mUSD but it looks like multiples of that cost.

They were talikng about wanting to do it before the wet season which as you say is tagged as being November so even if they come out with a FID in the next couple of days, I doubt construction would begin until the early months of next year considering they have around 10 projects on the go as things stand.
