    See page 2 of the smelter deal announcement, where the 2nd paragraph says:

    'THERE ARE NO PENALTIES FOR DELETERIOUS ELEMENTS BASED ON THE EXPECTED CONCENTRATE SPECIFICATION RANGE.'

    Do you suppose the Chinese speculated without doing tests on material samples?
