    Indonesian Govt Names 14 Oil, Gas Tender Winners

    The Energy and Mineral Resources Ministry on Thursday announced the tender winners for 14 new oil and gas concessions in Indonesia.

    Edy Hermantoro, the ministry’s director general for oil and gas, said the tender took place from Oct. 11 to Nov. 27, 2012.

    “The winners of these tenders should have been announced in December 2012, but because of developments around the status of BPMigas at the time, we are only announcing the winners now,” he said.

    Edy was referring to the upstream oil and gas regulator that was disbanded by the Constitutional Court and replaced by a task force that is part of the ministry.

    Concession winners were committed to investing a total of $84.3 million in exploration over three years, geological and geophysical studies would receive $10.2 million and seismic surveys have been allocated almost $60 million worth of funding.

    The government’s signature bonus stood at $15.5 million.

    “To the winners, we ask for their earnestness in executing their commitments,” Edy said. “If problems arise, for instance overlapping land claims, please inform us.”

    The winners were Cooper Energy Limited for Meranging III; Bintang Berlian Energy for Air Sugihan; the Sandico Bumindo Raya-Duta Adhikarya Negeri consortium for Bima Sakti; Premier Oil West Tuna Limited for West Tuna; and Conrad Petroleum Pte Ltd for Offshore North X-Ray Block.

    Berlian Energy won the contract for Sanggau; Berdikari Semesta for Menduwai; Mandira Mahesa Energi for Kahayan; Anugrah Teknologi Indonesia for Northeast Tanjung; Salamander Energy (Indonesia) Ltd for North East Bangkanai; the Samudra Energy Limited-Caelus Asia GP, Ltd consortium for Offshore Mangkalihat; and Perfect Circle Engineering for Central Mahakam.

    The Mubadala Petroleum Holdings (SE Asia) LTD-Inpex Corporation consortium won the West Sebuku contract in a coup for the Japanese company, which already holds a 50 percent stake in Indonesia’s biggest gas production facility, the Offshore Mahakam Block. The 14th tender winner was not disclosed.

    Edy said the 14 new oil and gas contracts awarded by the ministry were expected to be signed in May.
