Clastic reservoirs are made up of a combination of sand and silt, therefore the 1600 metre interval is a higher proportion sand interval that can flow oil/gas at a higher rate than the silt.
The key is the sand bodies with in the structure where flows are higher and will drain oil from the surrounding silt. Think of it as a sponge and the sand represents a pocket of that sponge that will release more easier.
