It looks as if CWE wasn't yet in a position to supply desal within the time schedules of the government. The additional quantity of 50 Gl per annum is quite an amount and it would require an array of pumps to supply.
Research for CWE is still being done. Some of the issues of investigation would include the fraction of the sinusoidal wave variation of the threshold pressure of 90 bars that could be used. With an array connected in staggered fashion that should be possible.
Not sure how far Garden Is is from Binningup but that line connection may be still be for a future consideration.
