    Could it possibly be a capital raising with a northen hemisphere jv partner to install the 1st CETO power/desal plant.

    Or do they need shareholder approval for 100% ownership of CETO technology before this could occur?

    Maybe Carnegie are ready to go with CETO 3 and better opportunities are arising offshore?
