bio fuel blended with mineral oils??

if they are looking to aquire Syrian oil and gas.. is there a likelihood they are looking to combine bio diesels and ethanol know how with traditional mineral based oil??
or is that too far fetched?
it would be a great way to introduce bio fuels into the market place in much higher ratios like the Brazilians have been doing and with government backing to help fund it?
I am only summarizing here obviously, but if any other reasons for their aquisition are viable i would love to consider them too
