Oil is a greenhouse threat too ... umm don't see any rationing of demand there yet? Biofuels make no sense from an energy perspective but that doesn't seem to be stopping governments around the world subsidising their biofuel sectors.
Maybe there are some long term national interest goals there. All the world's most oil import dependent regions are some of the largest food exporting regions.
