Alternatively it could be more imperative to submit and participate in because government coffers are substantially reduced now and there may be much more scrutiny applied to the handing out of R and D grants (tax payers money) and companies now might have to actually justify why they should receive it whilst before they had a relatively free pass. Also there is probably many more hopefulls applying for them.
