Traditionally women have only had a small say in their reproduction. This has changed in an increasing number of countries.
I did not say that they are the only ones that should have a say; The fact that that they have an important say has brought down the reproduction rate and less so in countries were they have a lesser say - are you disputing this?
Perhaps the answer is that each partner has a veto on whether they should have a child - if the answer is no from either then the answer is no.
