The problem with this virus is if it mutates from what it is now... just like the cold and flu virus does every year.
Then there's something that could wipe out half the population, potentially.
Bios like BIT would be called to the forefront in such a situation. Governments would have no choice and would leave no stone unturned. Doesn't matter if it's concept stage, preclinical or whatever!
