CEU to drop to $1.30-$1.35 by March.

Delays in construction at Ringwood. GO up to Ringwood and take a look. Also, I believe that the project cannot be opened until all statutory authorities sign off on it as having no defects!!!!! This is unreasonable and hasn't been done anywhere else in OZ. By letter of the law, opening date could be set back to July to August!
