There are a number of brown coal de-watering technologies out there from Canada and Germany to name but 2
The BCE that comes out of Australia will need to be a fairly consistent quality; a ball of coal from that process; another ball of coal from that process etc; load it all into the hull of a bulk carrier and send it on its merry way....... Sorry mate doesn't work like that... Different rates give different burn and efficencies; half load burn out in a big boil requires faster coal replenish = higher cost; steel needs fairly consistent heat in its manufacture; the client prefers a consistant batch , not a mixed bag
