In honestly I do not know why the Dallas club is only targeting those that "seed" the file. Downloading the file and not seeded is just as illegal, due to the fact you are obtaining copyright content without using a legal avenue.
If all the copyright owners only need an IP address, PeerBlock or any other software program is not going to stop you from them obtaining your IP address, providing you are not using a 3rd party server like a VPN etc. At any time, anyone has the ability to capture everyones IP address that is currently downloading/seeding (within the torrent pool) a torrent. Then using an IP decipher, track down your ISP and if possible get the ISP to hand over your details.
It is if you are on an unlimited data use and you want to watch the show right now. Those that are not on unlimited and wish to use their off-peak usage to download can set the the torrent client to only downloaded between their off peak times then have it at their disposal to watch when they see fit.
Also torrent site being heavily virus infected is misleading. I admit that their are virus torrents out there but common sense prevails when using those sites and it is very obviously to see a true torrent rather than a fake one.

Unless they have set up a honeypot from an ip o0ther than their parent domain peerblock will block their domain entirely and you can set it to block entire countries.
I only download from China or Russia as these places are lawless and most likely will be long into the future.
