As a SH who is comfortably exposed, with a comprehension of the potential, is it not the ideal approach? What if the situation were the opposite and they had say $100m in cash ? Theyre not in the business of managing capital are they ? Why underutilise the funds?

Per above, I think most people who are reasonably exposed are likely impressed at the ability of some of these 'in or out' types to anticipate, bemoan, address minutia but it implies that they have to worry about these things.

Conversely, lets say you wait it out worried about a potential pullback and miss a jump, maybe miss a TO?
