They can't stop me from sending or receiving Bitcoins, just like you can't stop me from sending or receiving emails. It's like how you can create a new email address anytime, same applies for Bitcoins. They can be stored externally on a Flash drive or online it's up to you.
The only thing the FBI or NSA could prevent me from doing is converting my Bitcoins into US dollars, which is usually done through a bank or union.
Plenty of places around the world accept conversions for Bitcoins if you want to convert them into fiat currency. It's the USA which are most concerned about Bitcoins trying to stop conversions.
Bitcoins are a legit digital currency, they might not be universally practical but I know quite a few people use them and not just for online purchases. Last week I sold a Kayak for 2.4 BitCoins. (around $450au)
