@Learning_2B1 layers on top of the base layer eventually need to reconcile back to the base, so still incur a fee, because of tge delay in reconciliation these layers are likely to be less secure and take longer than simply transacting directly on the base layer.
Layer 2 solutions are more likely to be centeralised so they can avoid paying base layer fees by offering settlement services, this means they will have power just like banks or PayPal to deny service.
layer 2 solutions will be for poor people, base layer will be for the wealthy, sounds a lot like the current financial system.
Better to just scale a base layer that is built to facilitate peer 2 peer transactions.
