I did wonder about the minimum spend for 15% off myself, it's an interesting observation. One possible/optimistic reason is that they're comfortable with their growth/sales/forecasts and don't need to discount any further to achieve their targets (at the expense of margin). Having said that 15% off their more expensive and high quality items like lounges, dining tables etc would be pretty appealing if you had your eye on a particular item already.
